The South African Government through the National Development Plan (NDP) has identified infrastructure development as a priority area in stimulating economic growth. Fundamental to the NDP is the creation of employment opportunities especially for the youth and the eradication of poverty. Implementation has been identified as a major hurdle in the roll-out process of the NDP.
